After the war, the Japanese National Railways developed the Kiha 10000 series, a two-axle rail bus, to increase service on sparsely populated routes and introduced it on local routes around the country.
The Kiha 03 series is a vehicle that was introduced as a cold- and snow-resistant version of the Kiha 10000 series, and is characterized by its snowplow and whistle cover.
Since this type of locomotive was mechanical and could not be controlled centrally, it was primarily used as a single unit, but it was also operated with two drivers and coupled with liquid-type diesel cars such as the Kiha 22.
They were used on routes with few passengers even at the time, such as the Fukamuna Line and the Nekita Line, but they were retired by 1966 due to their inability to handle the large number of passengers during rush hour and the deterioration of their bus construction.
