The heavy cruiser "Mogami" was a "light cruiser" built under the London Naval Treaty.

They were built with the intention of replacing their guns and becoming heavy cruisers once treaty restrictions were lifted, and the first ship, Mogami, was completed at the Kure Naval Arsenal in 1935.

The displacement was too small for the amount of armament carried, causing problems with recovery performance and strength.
